Desktop Option locked I can only use TILE as Background

I have tried everything I can think of. It will only let me use tile as background. Everything on DESKTOP is locked I did have a problem with Adware But Search & Destroy fixed all problems but this 1.

Just want to set as Background a Single Piture.
