Hi,The reports in CRM 4.0 are stored in ReportBase and ReportEntityBase, you can check the report existing using CRM Web Service, in terms of deployment a report using code, please review the CRM SDK.I hope this helps.

Well, to check it through the web service, you have to use Retrieve method, check out the SDK on how to use the retrieve method.
