Unable to RUN Vista

Question
-
My laptop crashed about 6 months ago. It sat for a while until I could get to it. I re-installed everything that came with my laptop and it worked fine. Today I started it up at work, and it says unable to validate key? My screen is black and the only thing that will open is IE. I cant even access the start button to run diagnosis. Im sitting here at work, being un-productive with this computer and am getting a little heated... Why would this happen? Heres my info.
Thanks,

Hello Bronx167,
The type of Windows license installed on your HP computer (Windows License Type: OEM SLP)
occasionally checks itself to see if it is still installed on an HP computer by looking for a certain data signature in the BIOS. This line of the report tells us that for whatever reason, that data signature is not readable by Windows: "BIOS valid for OA 2.0: yes, but no SLIC table." Windows now thinks it is no longer on the right computer, so it is reporting as nongenuine. To correct the issue, press the Windows and Pause/Break key simultaneously to bring up the System Properties window. At the bottom, click on the Change Product Key link. Enter the product key printed on the computer's Certificate of Authenticity. Then activate Windows telephonically.
After activating, restart, then visit www.microsoft.com/genuine and click on the Validate Windows button and your computer should Validate normally.
