  Where is the forum in which I can post a question about the license agreement of the specification of Microsoft Portable Executable and Common Object File Format ( PE-COFF ) ? The text of the license agreement is at that link  http://www.microsoft.com/whdc/system/platform/firmware/PECOFF.mspx   , but i want to ask about some points i dont understand , any help please .
