Updates for Windows Phone 7 devices?

I've been waiting for an update to let me use internet connection sharing on my LG and was very excited on Friday when there was a new update available. I downloaded and installed it after reading on XDA that it was an update with new firmware that would enable ICS. The firmware revision was supposed to be 1.1.6.10 but to my dismay my phone only got 1.1.3.10 after the update.
How come the update isn't available for all customers? The update scheme is not making any sense to me, why not push these updates to all customers and networks?
Is there a way to get this update?

Anyways, these updates are pushed (and throttled) by cell carriers. Pushing updates to all customers and networks sounds like a good idea until you realize that would require some kind of global authority over all cell carriers - which puts it into the same category as, say, world peace.

So what you are saying is that MS has no control over what updates the customer gets? Sounds pretty bad to me.

I think he's saying that it's hard to do since the cell company makes those decisions. But Microsoft is certainly trying and working toward better solutions for customers. Luigi included a link to the correct forum.
