My Window 7 Ultimte says
Windows 7 build 7600 not genuine and I tried slui.exe 4 but it gives me only one option to go online. It does not give any option of activating by phone. MGA diagnostic tool says

The Product key is a Valid Retail (I don't think it's an Upgrade but not completely sure).
The Problem that I am seeing is that an Activation Hack (sometimes known as a Loader) has been detected as being installed in Windows 7.

HealthStatus: 0x0000000000000000Most likely this Activation Hack is either left over from a past Non-Genuine copy of Windows or maybe someone installed it out of curiosity or you lost your installation disks and downloaded the Windows software from the internet and the Activation Hack was included in the software. Either way, the problem remains that when Windows detects a known Activation Hack, it will automatically go into a Non-Genuine state until the Activation Hack is removed. So to resolve your issue, you need to remove this Activation Hack. While one of the Community Members may be able to help, it is outside my area of support to assist in removal of a hack.
If you can't find help in removing the hack, the other option is to do a clean install, using the proper installation software (that came with the Product Key).

From where did you purchase the Win 7 Ultimate?It looks to me as if you either have not entered the Product Key, and are using the Default Key, or you are attempting to activate an Upgrade install, without having actually done an Upgrade.
