you can reboot the machine, then log into win in safe mode, this process to confirm if it's the error of windows system

You might need to recover to a Windows recovery environment first.
Than you can either restore your system to a previous time (preferable),
or try to repair what is going on. You could also clone the actual hard drive
and hope that it boots up properly on another computer.
