Adobe Photoshop Install Problem

  I downloaded Adobe Photoshop Elements 15 to my new Asus laptop with Windows 10 but cannot extract the files to use them.  I get pop-up messages that say "not enough disc space or no write-to authority" or, "another installer is running; close it and try again".  I have exhausted every fix I can find, including Adobe and Amazon, but still cannot install the program. Can anyone help? Thanks a million.
