1. Yes.. Members of the DL should be ocs enabled. they should have SIP Address before they could be seen in communicator through DL expansion. If you have added any dl with members being OCS enable and dl still doesnt expand.. then you got to fix the web component service.
2. Ensure that the outlook and communicator both are patched up with the latest patch.
If outlook is patched up.. go to tools => options => others => and ensure that "Display online status...." is checked on.
If above is checked on then ensure that the email address attribute of the user does match with the SIP Address of the user.
reply on the post if you still have presence issue in outlook.
