How to prevent users from creating shares

  I have several users that is creating shares on their pc's which belong to a MS 2003 server domain.
  Users belong to the Power Users group in XP.
  How can i prevent users from creating their own shares.
  Also their pc's were in workgroups before so all those shares are also still visible and accessible.
