MS office 2007 Pro

I reloaded my OS win xp pro and erased my program base files. I am trying to reinstall my MS office 2007 pro, but only have my upgrade disks. I downloaded a file from MS support but can't open it or execute it. The file name is x16-69453, it is 401 mb and I saved it to Program files. How do I get it to open???? I'm Ron G.
