    can i get a disc for windows live onecare?

    You might still be able to find a One Care CD in a retail store. I'm not sure of why you would want a One Care CD because there are no  bits on the CD. The Cd just launches a browser and starts the web installer. If your intent is to save download time a CD won't help.
