I bought the Home Server 2011 package and received the OEM version for Germany (I live in Austria). I like to run and operate it in English but I cannot get the server to run fully in the English language. Unfortunately, there is no language pack available for WHS 2011. If you need WHS 2011 in a certain language, then you have to buy the localized version. If you have access to MSDN or technet subscription, you can download the english version and use your product key to activate. Product keys are not language specific. Of course, you should be aware there are other ways to get your hand on WHS 2011 english version if you don't have a subscription...

Thanks. It helps and I do have a Technet subscription.
So this would mean a re-install using the repair facility? Looks like a lot of work.

As Windows Home Server 2011 is enhanced version of Windows Server 2008 R2. you can use appropriate language pack for Windows Server 2008 R2.
Language packs for Windows Server 2008 R2 (Service Pack 1) are availible here:

It works. Tested by me today on Russian OEM DVD. Dashboard translates too.
To do that:
1) One has to extract cab file by running language pack exe with /extract key like:
Windows6.1-KB974587-x64-en-us.exe /extract:<directory>.
2) Run lpksetup and browse to that directory. Select language to install.
Once rebooted, language will be availible to select in:
Control Panel -> Clock, Language, and Region -> Change display language (or just typing "Change display language" in Search box)
To apply for logon screen for all users, use Administrative section of that dialog -> Copy settings -> Welcome screen and system accounts
After reboot system will be displayed in other language.
P.S. However, user and group names won't be translated, since they are named at system install and are not translated by language packs.
