Firewall won't turn on in OneCare

I've been completely unable to turn on the firewall in OneCare. I've run the fiirewall repair tool, and I've uninstalled and reinstalled OneCare. I've followed the instructions to repair the firewall in the OneCare help site.
I've carewfully reviewed the posts in this forum (Fireall in OneCare), and, as far as I can tell, I've followed all the instructions that anyone has posted, and I've followed all the instructions on the OneCare support site. I've run Services.msc from Start, Run, and that has not worked.
Absolutely nothing has worked.
Any suggestions?

In a previous post: http://forums.microsoft.com/windowsonecare/ShowPost.aspx?siteid=2&postid=2787103 someone gave the following link to the firewall repair file.
I downloaded that file, ran it and restarted my computer a couple of times and it wouldn't work then either. But when I turned off my computer for the night and then booted the following morning, it was working properly again. It has been working great all day today.

Download the tool and save it to your desktop.
I assume you are using Vista.
Right click on the downloaded and saved tool and select "run as administrator."
Provide your administrator credentials if prompted.
The tool will run.
If it fails to fix the problem, please contact support.
