Wow! That's awesome. Your leader asked you to use the WBF's UI to design the users interface for your application.
You don't know anything about it after receiving a response on the same day you posted your question. But rather than learning what you need to know to design a users interface for an application which your "leader" asked you to write you would rather somebody else do that for you? And you will of course take the credit for and get paid for that work will you not?
It seems to me your leader should use your computer and your account to post a follow up post to your post explaining how much in United States Dollars your leader is willing to pay somebody to perform your job for you. I don't program for money but I hear, especially with C++ that programmers can contract out for various amounts for jobs like this. Like over $500.00 an hour easily including per diem for all costs associated to creating the application. Like buying a new computer with Windows 8.1 and Visual Studio 2013 Ultimate, etc. That could run your leaders bills up to over $200,000.00 USD in no time!
Something tells me your leader probably will not pay out that kind of money though since your leader probably expects you to get to studying and learn what you need to know in order for you to get paid for doing a job. Otherwise your leader may decide to replace you with somebody willing to work.
