OneCare Restore Tool not working.

  I have an old backup from an old XP computer (stored on external drive as a Windows Live One Care backup) and I need to extract some files.  I can not do so manually because all folders are locked and it is not giving me Administrator permission.  I have a newer Vista computer, and installed OneCare Restore Tool to try to restore files, but can not even launch the OneCare Restore Tool.  I keep getting an error that says: "Restore cannot start. Please restart computer and try again. If problem persists, contact support."

  Well, Ive tried several restarts as well as reinstalls of the OneCare Restore Tool, all to no avail.  How can I possibly retrieve these old files??
