SBS 2003 download issue

  Hi,
  I went to download sbs 2003 and noticed there are both sp1 and R2 versions.  After reading that R2 must be installed on an existing sp1 installation, I downloaded the sp1 disks (all 3), but when I burned them I noticed they were just the actual service pack files not the OS. 
  
  I downloaded and installed the R2 with no issue, just want to clarify the docs about needeing an install before R2.  Here is the quote that confused me: "You can install Windows SBS 2003 R2 only on a computer that is running Windows SBS 2003 with SP1.
