It seemed to me that before when I posted on the technet forums as a partner I got answers only from MS Engineers. Now when I post e.g. http://social.technet.microsoft.com/Forums/windowsserver/en-US/77198a8b-33f4-48de-b054-386bac0150bc/sharepoint-rights - I seem to be getting answers from non MS people. Has something changed? Am I logging in to the wrong site?

The best place I know of to ask questions about partner benefits is the partner support team. I'm not versed well in what benefits Microsoft Partners should expect. Their homepage is here, and go ahead and click on Support and sign in: https://mspartner.microsoft.com/en/us/Pages/index.aspx
but I'll move this to 'whatforum' based on mike's suggestion.

It's just that Microsoft has made TechNet such a horrible place lately that half of the really good people have simply left. Ever since they made the big site change months ago, it's been awful ever since and they simply refuse to change it.

Perhaps that's the case in Partner only forums (I have no idea, I'm just some random guy who spends his time here giving away free support and I don't get access to fancy things), not the standard forums.
Either way, you're asking this question in the wrong forum. I'd suggest posting in the 'Where is the Forum For...' forum here or waiting for Mike to move this thread:
