Yesterday, I also tried to download hotfix (NAV2016 CU7) from the URL that you provided, and got no e-mail as you said.
I thought the trouble was a bug of system because my e-mail address is xxx@outlook.jp and that was set spam filter off.
So i escalated the issue to Microsoft last night.
Now, I tried to download again and eventually got hotfix file. I'm not sure that my escalation worked well or not, but I'm sure that we can download hotfix file today, although we can't download yesterday. Please try again as below step.
1. go to the site you provided URL.
2. submit after you described your e-mail address and select hotfix file.
3. you may get e-mail, and you can find direct link to zip-exe file like below.
