Unfortunately, the maximum number of uses has been met for those free voucher codes and Microsoft is not offering any more.
However, you can request a free Second Shot voucher from Microsoft. You use it when registering for an exam and, if you fail the exam, you can retake it again once for free. You can also request additional vouchers for different exams as

Note that you can still get a discount if you purchase an exam pack. Microsoft will give you 15% or more off your exams if you request a special voucher for a specific MCSA, MCSE, or MCSD track of exams. There is a different
discount amount depending on the exam track. You use the voucher when registering and paying for your exams to receive the discount. Here are the available exam packs:

Caution: Microsoft will stop offering Second Shot vouchers on May 31st, 2014, with all exam discount vouchers expiring December 31st, 2014.
