for windows 8.1the file does not have a program associated with it for performing this action. please install a program or ,if is already installed, create an association in the Default programs control panel
for all problems i have been again and again seeing this window ,
for other site not give the better explaniaton
so please help me

You posted to the Small Basic programming language forum. Moving to where you may get better redirection.
You should say what file or program you try to run that gives this error, a certain file type with an extension 'bit after a dot', like .txt or .exe or .jpg etc is of a type that your OS can't find a program to open that file type - without knowing what the file type (extension) is that causes it (there are 1000s of them) its unlikely you will get much useful help.
