license initialization error 0x80070003

  I been trying to install Streets & Trips 2013 on my HP computer with Win 8.  Every time I try it comes up with license initialization error 0x80070003.            

  I have tried uninstalling and installing, running as administrator, and a new account with no results.

  What is strange is I had this program installed once on this computer, then had to restore it to a time prior to installation.  Now I do do not seem to be able to reinstall it.

  Any help?
