    Why does New York come up as on of My City's for weather if I have never chosen it as one? I am running OneCare.

    OneCare has nothing to do with your personalized page, if that's what you are referring to.
    Many personalized portal pages will present you with a default city based on your IP address. So, whatever weather you are referring to is probably being shown for NYC as your IP address shows you physically connected to the Internet somewhere in the NYC area. It can also be that the page provider sets NYC as the default for everyone until you provide location information.
