Hi Stanley,
If you visit connect.microsoft.com/LiveMesh you should be able to select Feedback, then Advanced Search, enter the Feedback ID at the bottom of the page, and you'll be able to view the bug. (People can also post full links to their bugs here if they choose to.)
I'll keep an eye on the bug you've submitted.
Thanks!

I'm also having a problem with this same error code, I've added my validation or whatever to the tracker.
Any workarounds? I can't start up Live Mesh, I just get this bug over and over again. My details:

dishragwhore,
I don't know what the error would be caused by, but all references to CLR20r3 in a search point to a .Net Framework issue.
Did this just pop up after Live Mesh was working fine? Have you tried reinstalling Live Mesh? Since the error suggests a .Net problem, perhaps repairing .Net Framework might help -
To repair .Net Framework 2.0 on XP:
Open Control Panel
Select Add or Remove Programs
Locate Microsoft .Net Framework 2.0
Select the entry and when the installer launches, select Repair.
Reboot when it completes.
Alternatively, see this KB article:
http://support.microsoft.com/kb/306160
To remove a corrupt .Net Framework install, use this tool:

The download of .Net Framework 2.0 can be found here:
To repair .Net Framework 2.0 and 3.0 on Vista, see this blog entry:
Note that after repairing or reinstalling .Net Framework, you will need to reapply the .Net Framework 3.5 SP1 update via Windows Update.
