WHS 2011 domain setup error

Question

I've just setup a new WHS 2011 box with a new IP address. When I try to create the Domain Name for the Remote web access I get the following error.
"An error occurred whilst setting up your domain name.
"The domain name was not setup on your server. Wait a few minutes and run the wizard again"
I've made sure the time and time zone are correct. I've port forwarded 80 & 443 to the new IP address.
Any help would be appreciated.

Before we go further, I would like to confirm the following questions:
1)Whether the remote access authority is normal?
2)Is there any reinstallation of Windows Live Login Assistant or WHS 2011?

If the above cases do not solve your problem, please tell me what you did, and do the following steps:
Please check time settings again and run a synchronization manually. And monitor the result. Meanwhile, please restart Windows Server Domain Management service manually and check if this issue still exists.
In addition, please navigate to Event Viewer and check if you can find any error messages. It may help us to go further analysis.

Hi Snowy,
None of the above has helped. I have re-synced the time with "time-a.nist.gov" (as that was the only one that didn't error). I tried restarting the "Windows Server Domain Name Management" service.
In the event logs I have 2 x Schannel error 70 (event ID 36887).
My router is port forwarding to the new server. The setup wizard says the router is working. It's just when I try to setup the Domain name I get the error.

How many methods have you tried? Can you return specific information.

Base on my knowledge, sometimes is caused by the installation of third party web browser (other than Internet Explorer), so we should check if a third-party web browser is installed.

I don't have any other web browser installed. Only IE 11

As we mentioned before. If your remote access permissions are normal, and all of methods still do not work. we might try to check whether the router is set up correctly.
Possible issues:
1.Your router is not turned on or is not connected to your network.
2.The UPnP setting for your router is turned off.
3.Your router may not fully support the UPnP standard. Microsoft maintains a list of routers that work with Windows.

Hi Snowey,
When I run the remote setup wizard, it says the router is configured ok. I have also checked, and both ports 80 and 443 are being forwarded to my new home server now. Also up no is turned on.
