Workflow Not executing as expected

Question
-
I have a simple workflow, that when a two option field is set to no, the workflow should set that record to inactive. I have tried deleting and re-creating the workflow but its still not working. if I set it to an on-demand process and manually run it, then the record is set to inactive. Why would this be. I have also put a dummy field in for testing and the workflow updates the record, but doesn't set the record as inactive
Dont ask me .. i dont know

Hi Pete,
Your worklfow's scope is set to "User" level which means this workflow will only get triggered when a record owned by you is modified. Update a record which is owned by you and let us know if that doesn't work.
If this workflow functionality is expected for every user in the CRM then change the scope to "Organisation"(Business Unit and Parent-Child Business Unit options are also available).

Hi Pete,
Did you set this workflow to run automatically when these two option set fields are updated? so on right hand side these option needs to be set to make sure workflow runs automatically.
