Your Product ID line shows that you are using an MSDN product key. Unless you are the subscriber who was issued this product key, it is invalid for your use.
Windows Product ID: 00426-067-8685564-86600
The 067 is the MSDN indicator. If you purchased a retail box the entire box and its contents is a counterfeit product. Many counterfeit copies are being sold on eBay and the Amazon Marketplace as well as various websites around the world. The product key is not a genuine retail PK. It is a genuine MSDN product key and so will activate and pass as genuine until it is blocked by Microsoft as an MSDN key in use by a nonsubscriber. It takes a while for MS to detect and complete processing of abused keys. The seller plans to be doing something else by then.
Pursue a refund for an item not as described immediately. Do not accept a replacement product key from the seller. It will be from the same source.

You can't buy just a bare product key. There are websites purporting to sell bare keys at around 85% off, but they are just variations on the same thing you just got stung by.
If you buy a full license copy of Windows 7 Ultimate you can just use the product key and change the PK at the bottom of the System Properties page.
Otherwise you can purchase an upgrade copy of whichever edition of Windows 7 you want, reload XP from your Dell recovery disks, and do a traditional custom install using the Windows 7 upgrade key.
If you want Ultimate, buy Ultimate but unless you have a need for the language packs I suggest that you buy Professional because it will be supported by Microsoft until 2020 while the other Windows 7 editions, inluding Ultimate, will not be supported with security patches and such beyond 2015. If you don't mind my editorializing, Ultimate simply does not deliver what MS originally claimed it would.
