Hello alonn,
Since you are downgrading an OEM installation of Vista Business, the source for the correct materials needed to execute the downgrade is the OEM manufacturer, in your case HP.
Please see this docuement at HP: http://search.hp.com/redirect.html?type=REG&qt=downgrade+vista+business+to+xp+professional&url=http%3A//h20000.www2.hp.com/bc/docs/support/SupportManual/c01586278/c01586278.pdf%3Fjumpid%3Dreg_R1002_USEN&pos=4
Your computer shop seems to have used a retail disc for XP Pro plus an unknown Product Key.
Sources at HP for obtaining recovery discs: http://h10025.www1.hp.com/ewfrf/wc/document?docname=bph07143&tmp_track_link=ot_recdoc/c00579175/en_us/bph07143/loc:4&lc=en&dlc=en&cc=us
