TLBH,
Occasionally we have had some customers that purchased valid copies of Windows or received them when purchasing an OEM system but failed validation. In most cases this has been determined to be the result of the actual Product Key used to install the current version of Windows XP to be blocked. This most often has occurred by the computer being repaired and a Blocked Product Key being used on the computer at that time.
To confirm there are no other blocking issues with your validation such as clock out of synch or IE settings blocking the validation process please run the WGA Diagnostics located here:
http://www.microsoft.com/genuine/diag/
If everything here is confirmed as functioning properly and you still have issues validating could you please run the wgadiag tool again and post the information for us.
http://go.microsoft.com/fwlink/?linkid=52012
Without actually posting your Product Key in this post compare the last 15 characters of your COA to the last 15 characters in the Diag output. If they are not the same you will have to change the product key. The easiest way to do this without having to re-install applications or lose data is to refer to the Repair Method in this KB Article.
http://support.microsoft.com/kb/315341/en-us
Warning: as with any such major procedure it is highly recommended you backup all critical/personal data on your computer that you would not want to lose and ensure you have the software to re-install your applications should something happen.
We can also attempt to change the key using the Product Key Update tool below. The Genuine Advantage Product Key Update Tool is only valid for users attempting to change their current non-genuine Product Key to a genuine COA sticker or genuine Product Key – all without a reinstall! http://go.microsoft.com/fwlink/?LinkId=50346&clcid=0x409
Note: This is provided no core system files are corrupted. If they are you will need to complete a clean install of your system.

Thanks for the response, but I have not purchase anything. As, I mentioned, I would like the reminder removed every time I turn on my computer.
Thanks

1.5.540.0 WGA Notifications is not designed to be removed for non-genuine users.

Thanks for the help. One last question. You put something on my computer and you are telling me I can not take it off? Every time I turn on my computer I have to answer the question about purchasing the WGA and have this star in the right hand corner of my screen. Are you saying the question will never go away?
Thanks

The WGA Notifications program is strictly opt-in at this point (the EULA screen did appear).
You can, however, disable some notifications options via the web-configurations panel. This can be reached by right clicking the system tray icon, then "Change Notifications Settings".
I hope this helps,

Thanks again for the quick response. I have tried what you said and here is the response.
You have reached this web page in error. The web page is for Windows Genuine Advantage Notifications.
Do you have any other suggestions and could you explain what EULA is in simple?
Could you please answer me if the question to purchase will continue on my computer every time I turn it on.
Thanks

TLBH,
MS is telling you that you are using their operating system software without buying permission (a license) to use it.
MS does not like it when people do that.
With your permission (you clicked OK on an End User Licensing Agreement to give them permission), MS installed a program that reminds you that you are using their operating system software without buying permission (a license) to use it.
MS's program is displaying reminder messages in the hope that you will buy permission (a license) to use their operating system software.
If you have no plans to purchase permission (a license) to use MS's operating system software, please back up your data, and then navigate to http://www.bootdisk.com and download a bootdisk with fdisk on it, then use fdisk to remove MS's operating system software from your computer.
You will no longer encounter MS's program that displays reminder messages in the hope that you will buy permission (a license) to use their operating system software.

TLBH:
Can you go to www.microsoft.com/genuine/diag? There is probably a browser setting issue that is preventing you from using the WGA Notifications web control panel.-phil
