My pointer turns into a wheel when i scroll RRS feed

  • When I scroll down on a page, after a little bit, my pointer turns into a weird pointer (the thing that shows up whenever you middle click on free space in a page) Whenever this happens, after i click to change it back, whenever i click on a tab, it closes, so i have to press down on my mouse wheel to fix that, but how do i prevent my pointer into turning into the weird pointer in the first place, so I don't have to go through this hassle?

    Please help, it's an absolute nuisance.
