"Activate Windows" option not available

Question
-
My computer restarted without warning a few hours ago: the screen went black, then restarted (straight back to BIOS etc). No BSOD. When Windows restarted, it said that my copy of XP was not validated. This is not true. I purchased the PC from a registered dealer. The PC Case has a genuine "Windows XP Home Edition OEM Software" sticker. The diagnostics report for the crash said that an unknown device driver had encountered a "Stop" statement.
At the time of the crash, the computer was downloading Windows Updates and Virus checker updates (Trend PCCillin 2008). I only have dial-up access to the internet, so Windows almost always appears to be downloading one update or another.
Currently the System Summary says:
OS Name Microsoft Windows XP Home Edition
Version 5.1.2600 Service Pack 2 Build 2600
OS Manufacturer Microsoft Corporation
Activation Status Activation Pending (3 days remaining).......etc etc
Once Windows XP is up and running, there is a pale blue 'snowflake' icon in the system tray. Double clicking on this icon leads to instructions telling me to buy another licence or activate my existing one as follows:
Start>All Programs>Accessories>System Tools>Activate Windows
The problem is: The System Tools Menu DOES NOT HAVE AN "ACTIVATE WINDOWS" OPTION.
The other opportunity I have to re-register Windows, at windows startup, dials Microsoft's server (a 1800 number here in Australia) but fails to complete the registration, saying there is a service error.
I have run the Microsoft Genuine Advantage Diagnostics: All categories passed. I then press the "Validate Windows" button and complete a full circle where I am told how to Activate Windows all over again.
I have already wasted several hours getting this far. The 3-day grace period will expire before the Eater holday period is over. What should I do?

Peter,
Is there a possibility you may be infected with a virus or possible maleware? There are a few things which you may try but there is a great possibility you may have to perform a complete re-installation of your operating system. Run a complete antivirus scan of your system first. Next try and use Super Anti-Spyware program. This is a free program which you may use for home use. Next use Ad Adware program. Also I use Windows Defender which runs in the background and detects any problems which may arise. The other two programs do not run in the background unless you pay for them but you can use them for free but you must manually run which isn't a bad deal. A great option is purchasing Microsoft's Live One care suite. Please look @ this suite and research if this would benefit your usage.
We request all users initially run the Genuine Diagnostics tool to try and identify the problem you may be experiencing. Did you receive any error codes and/or statements whatsoever indicating a failed validation? Please try validating windows again by visiting the following location: http://www.microsoft.com/genuine next click on the "Validate Windows" button in the upper right corner. What happens? The genuine site can also provide you with valuable information so please take time and review the documents. Another site for helping customers identify genuine vs. non-genuine software is located here: http://www.microsoft.com/resources/howtotell/
Next please download and run the utility at this link http://go.microsoft.com/fwlink/?linkid=52012, then click the Windows tab, Copy to Clipboard, then paste the report into a New Post on this Forum. This would assist us immensely so we may analyze possible causes for a failed validation. Next we will begin formulating a resolution for what may be causing the problem.
Step 2 is telling us about the COA. Tell us:
1. What edition of Windows XP is it for, Home, Pro, or Media Center?
2. Does it read "OEM Software" or "OEM Product" in black lettering?
3. Or, does it have the computer manufacturer's name in black lettering?
4. DO NOT post the Product Key.
5. Please also provide a short description of the issue you are experiencing.
NOTE: The data collected with the Genuine Diagnostics Tool does NOT contain any information that can personally identify you and can be fully reviewed, by you, before being posted.
Thank you,
Stephen Holm
