I totally agree with Ashidacchi. the answer depend on a lot of criteria and above all the application which you want to upgrade. I suggest you first think about what application are talking about, and than ask the question in the relevant forum (a forum that discuss that specific application). You can use this list of forums in order to find a forum that fits your needs.

I'm afraid your question is hard to answer. It depends on how much we need about the software.
If you are drawing up a questionnaire, you should specify target software.

+5 (not for this specific response but for your general support)But we want people to focus on the topic of the forum and learn to ask the question in the right forum. The title of this forum is "TechNet Wiki Discussion". As the name explicitly said this forum for example is not for technical support like upgrade software, but for discussion related to the TechNet Wiki. Good questions here can include publishing new TechNet Wiki article and request for feedback, questions related to how to use the TechNet WIki, and so on...
If I may, please at least you should remind the user that he is in the wrong forum each time you help. We do not like to have these discussions outside the relevant forum. A short answer + explanation that this is not the right forum "will do the trick" and next user will know to ask in the right forum (hopefully)
Moreover, in the right forum there are many experts who can take part of the discussion and many people that can learn from the discussion as well :-)
* In this article you can see a list of several thousands forums, ordered by language->category->topic of the forum. It is best to remember the link and find the right forum for each question. In addition if someone not sure where to ask the question then there is special forum simply to "ask where to ask" here.

* by the way, we as moderators can move the thread to the right forum. I usually leave it for several days after I inform that this is the not the right place so the user will be able to find the thread if he does not have the direct link and he did not marked to get email if there are responses.
