Spyware on ie11: The weDownload Manager and its wiles.

Question

Greetings all,
This is my first question on Microsoft forums, so feel free to offer suggestions to me.
I recently reinstalled Windows 7 after a long and fruitless relationship with Ubuntu. As I began solving small problems such as downloading the correct Wireless Lan Drivers manually from Toshiba's website (My laptop is a Toshiba), I also began to look seriously at internet security.
That being said, I did not find Microsoft Security Essentials (precursor of Windows Defender) until yesterday, so there was a small window of opportunity for my computer to collect spyware/malware from the vast internet. Now, I have discovered on my computer the "weDownload Manager" a small Internet Explorer 11 add-on which persists, despite my best efforts. Perhaps my understanding of how to remove these things is a bit fuzzy, but let's go over what I did:
1. Uninstall a program using Control Panel.
2. Check IE11 to see if program has been removed.
3. Still there, but unable to disable, i.e. it runs in the background.
4. I have determined that removal of this malware is beyond my capabilities save a fresh install of Windows 7. I am clueless as to how I can get rid of it.

It is spyware:

Personal Screenshots showing it can't be accessed in ie11:

Finally: My question to you is, how do I safely remove this little bugger?

Or, the Windows 7 forum on Microsoft Community.
