If you mean the firewall in Windows Live OneCare, this is not a feature of OneCare. You may want to look at the Windows Live OneCare Family Safety program which does allow control of web sites.

Blocking websites should be a part of this package. Frankly I have not seen much in OneCare that I did not have in my previous package (Trend Internet Security)
I would strongly suggest that Microsoft re-visit this issue. Let's think Onecare RUBUSTO --- robust and easily handles tasks that other MS applications (IE7) do not.
I often wonder why the relationship between the Family Safety program and the core PC suite of OneCare is not defined. If you need web site blocking, Family Safety, which is free, provides this very feature as parental Controls.
