Windows cannot access SLUI.exe to activate

On my system Windows 7 Ultimate x64, I've attempted to change product keys to a purchased valid key. System property links all state that "Windows Cannot Access slui.exe"
I've been able to input the new key via the command “slmgr.vbs -ipk” . However I am unable to activate via “slmgr.vbs -ato” . I get the message "Error: Windows is running within the non-genuine notification period. Run 'slui.exe' to go online and validate Windows." .

I looked at the permissions and did not see TrustedInstaller, nor was I able to find the User/Group through advanced permissions. I did notice that Everybody was set to Read but no execute on the SLUI.exe file. I removed this but no longer have the error message when clicking the You must activate today. Activate Windows now . Actually nothing, I see nothing when I click on it.

Reboot to Safe Mode, and try again, or use a boot disk such as BartPE or UBCD4Win

May I point out that this is the stupidest implementation of authentication known to man? Microsoft is not stopping piracy, they're employing lawyers. Stolen copies are already valid.
If you must alter the registry to use a key that is already valid and already purchased, you're doing it wrong. Once again Microsoft licensing is evil.

3) Activation technologies have improved with each version of Windows - and do prevent considerable 'casual counterfeiting.
