What happens when you have a brand new dedicated IP address on a dedicated server that is used for individual email use only, with no prior history of spamming, that is not listed on any blacklists checked by mxtoolbox or any other checker, that is still blocked by all Microsoft recipients?
I already emailed delist@messaging.microsoft.com several times and am well outside the "24 hours" that the canned response promises (5 days to be exact). I've tried emailing customer support, calling tech support, and posting in these forums to no avail. As it stands now, my client, who has done nothing wrong, can't email anyone using Microsoft for email (which is a lot of people).
I understand why my IP address was blocked initially (brand new, no history to judge by), but I don't understand why after a week of positive email history and several varied attempts to get unblocked, I am still blocked. I also don't understand a customer service policy that promises a resolution timeframe and then, at least judging by my own experience and many forum postings, consistently doesn't adhere to it. How am I supposed to know whether my requests for resolution will ever even be looked at? I certainly can't just sit and wait for an indeterminate (possibly infinite) period of time while I can't email any Microsoft users. In a final insult to injury, the email I sent from this IP address to Microsoft support was blocked, forcing me to use another email account to email support.
Please, someone give me and others a better answer than "check mxtoolbox" and "email delist@messaging.microsoft.com"...many of us have already done that before getting desperate enough to publicly post our problems on this forum.

I've already done that. I got an email back that said:
"Our investigation has determined that the above IP(s) do not qualify for mitigation." I imagine it's because I didn't have a privacy policy or an opt-out link to provide...which I really shouldn't need since I specified in my form answers that this IP address is only for individual email use, never for mass mailings. And I'm pretty sure my spotless IP address qualifies for mitigation. Also, I think the form you linked to is for hotmail.com, outlook.com, etc, as where I'm trying to email recipients using a Microsoft Exchange server.
I found a better form eventually via a canned response from another support email here: https://support.live.com/eformpost.aspx?locale=en-us&productKey=mocpexforefront&ct=eformts&subtype=free&wa=wsignin1.0...at least in that form "Delisting request" is an option and it doesn't ask a bunch of questions clearly designed for an IP address designated for bulk mailings. Of course, just because I filled out yet another form doesn't mean anything will actually happen.
I almost wish I'd actually done something wrong to warrant the amount of work this has become. How hard should it be to get an IP address with a good reputation, extremely low volume of email traffic, and no history of mass mailing unblocked?
Also, I should say that I really do appreciate the help...I'm just getting very frustrated at getting the run-around for what should be a much simpler, more effective process.- Edited by anainsel88 Tuesday, October 1, 2013 6:08 PM

Update: either my persistence in emailing the delist@messaging.microsoft.com, filling out various forms, emailing, calling, and posting in forums finally paid off, or "24 hours" is actually 5 days in Microsoft time, but I finally got a response last night delisting my IP address.
I know it sounds like I was simply being impatient now that it's resolved (in hindsight 5 days doesn't seem that bad). I also know that Microsoft is a very large company with an enormous amount of requests to process. My frustration is not that the IP address was blocked initially or that it took 5 days to get unblocked - it's that Microsoft promises a response of some kind within 24 hours, and then doesn't follow through. Microsoft may know that it will eventually get around to processing my request, but there is no way for me to know that my request won't simply sit in a pile collecting digital dust. Simply acknowledging that a response may take up to a week, or at least sending out occasional updates extending the timeframe would have made me much less anxious. Customer service isn't necessarily about solving a problem immediately (although that sure is nice when it happens) - it's about making sure your customer understands where they stand and why, and what the realistic timeframe for a resolution is.
That being said, I would like to at least acknowledge that the best help and reassurance I got was from the community of volunteers that answer questions in these forums...I very much appreciate the help they give.

I wish I could be so lucky. I went to the page you linked and submitted my info, but I don't see any cases under my account ;((( I've only waited 2 days so far on my intial email requests for delisting. It's CRAZY that we can't check the status of the cases they issue. Who did you call????
And to really rub salt in the wound, when I reply to those case creation emails, I get blocked because I'm on the blocklist . . . . It's like a short story I read once. Guy is plagued by a demon. Demon has to appear within the confines of the pentagram the guy creates, so he creates it on the demon's chest.

I have problema sending emails because the IPof my server is listed in Blocklist1 but when checking in mxtoolbox.com my server is not listed in any blacklist, how can I get delisted.

This is the same with me. IT appears Microsoft is NOW blocking everyone so that can market to them by finding out what your ip address is for your email server. A very insecure approach to helping businesses and people.
I have checked that website and have been on zero bloclists.....but somehow....bigfish has blocked me.....BOOOOOOOOOOOOOOOO microsucks....

Same with me, too. We switched to TWCBC 5 days ago and new IP has been block by MS for 5 days.
We are not on any spam/black list but MS blocked us from day 1. I've called 866.291.7726 (found on another message board) and waited on hold for 2 hours and left 3 message (they promise to return calls within 2 hours) but have not had a return call.
I've tried calling MS 800.865.9408 but not sure what option to chose or if anyone would actually speak to me from MS.
