Suggest better feeds management

  As the forums stand now adding a forum as a feed requires the follwoing:
  1. go to forums
  2. go to specific forum
  3. click feeds button after title
      3a. hope it isn't a partner forum, since they do not allow feeds
  4. choose to add feed
  
  Suggestions for improvement:
  1. feed-enable all forums /including partner forums/ and control leakage through secure access not inconvenience
  2. place feed button on each forum within the Forums Home list /at the beginning of each title/
  3. add a "subscribe to all as feeds" button in My Forums
