Cancel the application of Group Policy to a domain administrator

Hi everyone!
I'm a little problem there:
Hastened to apply the policy on the user with the indication of the verified ones. Prevented the launch of any .msc snap-in. Accordingly, I cannot log in to manage the domain through the standard server manager tools. Please tell me how to cancel this policy for a domain administrator.

If all else fails, you should be able to delete the GP link by using PowerShell: https://docs.microsoft.com/en-us/powershell/module/grouppolicy/remove-gplink?view=windowsserver2019-ps

Ok. I do my best english to understand you. First if all I create an object group policy by authenticated users. This policy disable all msc console. Now I can't manage my domain applications to start any console. So, I try change permissions to policy directory on SYSVOL to deny for all. Then run gpupdate and logoff. But no result. Then I move directory to other place. But nothing change. I hope your help.
