How to get MSN Premium to sync Outlook 2007 calendar with Windows Live Calendar

I read that to be able to sync Windows Live Calendar with Outlook 2007 I need to have a MSN premium account (can someone confirm this?), so I try to get a MSN premium account, however I can't find the place to buy it! Only found a site that allowed it for the USA, so since I'm in Portugal (tiny little country in europe) how do I do?
