Is there anyone overseeing forums that are not being moderated?

I'm not sure if this is the right place to post it, but couldn't find any other relevant forum.
What do you when certain forums are not being moderated? I had recently started participating in "Office 2010 - Planning, Deployment and Compatibility" forum (link below).

I think this forum really needs an overhaul. Most questions in these forums are either end-user problems or about someone's (still an end-user) activation key isn't working anymore!! There are just too many of these end-user type/non-relevant questions that it's really difficult to find threads that are actually about planning/deployment of Office 2010 in large environment.
The bigger problem is, I see very little moderating activity in this forum. There's not even a sticky in that forum. At times it really seems like looking at a Junk mail folder where you might have a valid email that you were expecting. The other question is what do you do with all that "non-relevant" questions?

You need to find best forum for the questions which are not relevant and move these questions in that forum. If you're unable to figure the good forum, you can move these questions to "Where is the forum for" forum or if it's complete off-topic for any forum, you can move the questions to off-topic forum.
Also as a moderator you can merge threads which are the same from the same person or split threads when new unrelated question is posted to the old thread. In addition, you can delete SPAM posts or complete duplicates.

I actually hadn't thought of being moderator, but I'd be glad to help if I can :). It may take some time for me to get going with that and I think I'll need some info on moderating, especially about what to do with those non-relevant questions.
