Limited user accounts cannot access internet through dsl line

  I'm wondering if anyone can help...I have a connection through DSL and when I created Limited User Accounts for my nieces, they are unable to access the internet.  The web page just comes up blank! 

   

  Strangely enough, on my laptop, the Limited User Accounts work just fine!  Can anyone tell me the magic fix?  I would compare the options on my laptop to those on my main computer, but I don't know where to begin!
