HLK issues

I still experience this issue on HLK today. HLK is a grandchild successor of WLK tool. The server OS is Windows server 2012R2. The client is Windows 10 build 10586.

I'm not sure why this case is referred to user32.dll or kernel32.dll and out of memory error.
