How to receive daily email summary for list of leads to follow-up today?. So filter criteria would be Owner = { username } and Follow-up Date = { Today }

Workflow is not really the best option for this. I'd recommend building an RS Report to display the information, and schedule this report to run when you want it. The setup involves both CRM and Report Manager - see http://mscrmuk.blogspot.com/2008/01/scheduling-and-emailing-reports-with.html for details

Another option might be to use the rss notification accelerator (http://crmaccelerators.codeplex.com/releases/view/19071 ). This way you can set up an Advanced Find view which list the records needed and have them feed into Outlook via an RSS.
