Adding the ability to restrict meeting room booking to 5 minutes before the hour

  As a regular meeting attendee, I am regulalry faced with the issue of other peoples meeting going past the hour.  By the time the next meeting is started, 15 minutes is lost.

  I suggest that we allow Administrators to be able to restrict meetings so they have to end at the 25 or 55 minutes mark of the hour which allows 5 minutes for change over.  This can also help people with back to back meetings.
