unathorized change to windows

  my computer was runing slow and very bogged down.  I restarted, when it came up it says that an unauthorized change has been made to windows.  I have followed and tried to do what the instructions on other threads say.  When i try to go and do the downloads, the page comes up saying that internet explorer cannot load the page.  I ran a diagnostic and it says there are no problems with my connection.  what should i do to fix this problem.
