Licence type is per user, so if you really wanted to you could have users with different licence levels.
But there is no benefit to doing this at all, you will not see any different experience (which I assume is what you are trying to test and see what they can and cannot do). Licences are what you pay for the rights to use certain features, but at the moment
these are not enforced by the platform. You would need to create custom Security Roles to manage this and make sure users stay within the limits of their assigned licence type.
