Windows Vista Activation fails

I originally bought Windows Vista Home Premium (32-bit OEM) in June 2007 and successfully installed and activated it at that time (online activation). About six months later, my motherboard failed and I could no longer boot up my computer. I returned the motherboard to the manufacturer and got sent back a replacement (same model). After installing the replacement motherboard I booted up into Windows, was asked to reactivate it and did so successfully (again, online activation).
4-5 days ago one of my Geforce 8800GTs stopped working (I had 2 in SLI) and I had to remove it from my PC and fall back to using just one. 3 days after the card failed, I booted up my computer and logged into Windows Vista, only to be asked to reactivate it again.
I clicked online activation, as I had done previously, but this time I got an error message 0xC004E0003 - licence evaluation failed. I tried entering the product key again from my certificate of authenticity but got a slightly different error message 0xC004F050 - product key is invalid. So I tried activation by phone, but the window does not bring up an installation ID so the woman I spoke to on the phone was unable to help me other than telling me to contact the reseller who sold me the software in the first place.
I guess I just don't understand how my product key is suddenly invalid when it has been working for over 12 months and I have the appropriate certificate of authenticity...

I have seen this before, but Carey has already given you all the steps that I would have had you try. So at this point, I do not know how to fix the issue.
My suggestion would be to call the Activation Call Center (the phone number listed in the Activate by Phone wizard) and talk to an Live Activation Rep. (When you first call, you will be talking to an Automated Voice. If the option, to talk to a Live Rep, is provided, select it. But if not, don't enter or say anything and that should force the Voice to transfer you to a Live Rep). They should either be able to help you correct the issue or transfer you to a Support Rep, that can.
(Don't be afraid to ask for a Manager, if the Rep is being unhelpful).

Just a quick note to let you know reinstalling Vista worked this time. Although it wouldn't let me activate Vista online (came up saying the product key was already in use), it did let me activate by phone and came up with an installation ID this time. I'm now successfully activated and taking the time to reinstall all my drivers and software.

Your Diagnostic Report tells me that the only issue effecting your Vista's Genuine status is that it is not yet Activated.
As with Windows XP, after a number of Activations, Vista will require you to Activate by Phone (activating over the internet will not be possible). Unfortunately the error message you receive, when you attempt to Activate over the Internet when you should Activate by Phone, are not very user friendly or informative. You can be sure that I have (and still do) voice my displeasure for those error messages, at every opportunity.
So to resolve your issue, you just need to Activate using the By Phone method. If you don't know how to do this or have any problem, follow my steps below:
Activate by Phone Method:
Click the Start button, and type in "slui.exe 4" in the search field and then press the "Enter" key. This will bring up the Activate by Phone dialog window. Follow the steps provided by the window.
NOTE: The key to this process is that you need to talk to a Live Activation Rep! When you first call, you will be interacting with an Automated Voice, either select the option to talk to a Live Rep or if there is no option, do not enter any numbers. This should force the automated voice to tansfer you to a Live Rep.

Unfortunately, that is part of my problem - I can't activate by phone because for some reason the Windows Activation dialog doesn't give me an installation ID. Here's a screenshot to show what I mean.

I did try hanging on the line to speak to a live representative, but the woman I spoke to didn't seem to understand what the problem was and said that my product key must be invalid so I would need to contact the reseller for a new product key... I don't see how that could be the case though.
I just hope someone can help me get this issue resolved as I use my computer several hours a day normally and it's frustrating only being able to log into Windows Vista with reduced functionality, essentially limiting me to just internet explorer :(

Try the following:
1) Click the Start button
2) Type: cmd in the Start Search field
3) At the top the Start window, you will see cmd.exe
4) Right-click on cmd.exe and select "Run as Administrator"
5) Type or copy & paste:
cscript %windir%\System32\slmgr.vbs /ilc %windir%\System32\licensing\ppdlic\Security-Licensing-SLC-ppdlic.xrm-ms
6) Hit the Enter key
7) Reboot 2 times

Thanks. I tried your suggestion, but got an error message -

Tried rebooting twice just in case that was supposed to come up, but activation is still not working - though now the Windows Activation Wizard gives me a different message if I try to do Online Activation and tells me the product key is already in use... Activate by phone stilll doesn't come up with an installation ID though :(

Try the following:

Thanks for all your help guys.
I tried calling the activation line again as you suggested, but frankly I was appalled at how shockingly unhelpful they were... I tried three times and every time the first question I was asked was for the first 6 digits of the installation ID. The minute I told them that I didn't have an installation ID to give them and tried to explain what had happened and why I was calling, each time the line went quiet for about 10-30 seconds, with faint voices almost like whispering in the background and then I was cut off as though they had just hung up on me.
I was trying to avoid having to reinstall Vista, as I always seem to lose something whenever I format and reinstall (music, work and other documents, downloaded freeware that I don't have backed up, or such like) but it looks like I have no choice this time.

Ack, very sorry for the Activation Rep's poor behavior. That really is unacceptable.
Hopefully there won't be a next time, but if there is, and the Rep is that unhelpful, don't even answer their question about an Instalation ID, I highly recommend: First, asking for the Rep's name and number (some call centers have operator numbers) (write it down) and then ask to talk to their manager.
I have a number of contacts that are Account Managers for the Vendors that run some of our Activation Call Centers and they would love to hear about how the centers are treating our customers...and take corrective action.
Well, at least you are up and running now.

I just had a similar thing, trying to reactivate windows xp after swapping out failed mb, wouldn't activate online, phoned up and typed in the no, and it said 'could not activate, transferring you to a rep', then I got a couple secs of music, about 20 secs of voices in the background, then cut offSunday, August 31, 2008 7:37 PM
