Windows Server 2016 doesnt report the status to the WSUS of Windows server 2019

My Windows Server 2016 Version:1607 OS Build: 14393.3930 detected by WSUS Version:10.0.17763.1
which installed on Windows Server 2019 version :1809 and Os Build: 17763.1397 ,
but the issue : all Windows Server 2016 Clients shows that (Not Yet Reported the Status),
i have tried all the troubleshooting and same issue from 10 days ago .
