WHS Console does not start and not sure if power pack 3 is installed

I Installed a fresh copy of WHS with power pack 3. when i click on whs console it simply does not open. also when a click on system info, it shows s pack 2. how do i check to if s pack 3 is installed? note i have not connected my server to any internet or network.
P4, 2 gig ddr2 , 4t all drivers up todate

In the console, click "Settings", then "Resources". Should read "Windows Home Server with Power Pack 3" at the top.
My current version info (pretty sure I'm current) is:
Windows Home Server Console: 6.0.2423.0
Windows Home Server Backup & Restore: 6.0.2423.0
Windows Home Server Drive Extender: 6.0.2423.0
Windows Home Server Remote Access: 6.0.2423.0
