Win7 Ultimate (64) won't activate; can't get "activate by phone" to present RRS feed

  • Question

  • On Cyberower PC, after recovering Window 7 Ultimate 64 and recreating user account, everything works - except Windows claims it needs to be activated.  Attempting to activate online fails with "license evaluation failed", error 0xc004e003.  Tried suggestion seen in other posts about activating by phone by using command "slui.exe 4", but that brings up a display for which activate by phone is not an option.  Downloaded and ran wga diagnostic tool, for which the report output follows:

  • In support of Carey's response, please note:

You are using an OEM SLP copy of Windows 7

    Windows License Type: OEM SLP

on a computer that is not authorized to use a royalty license.  You have a custom computer built by Cyberpower that shipped with an OEM System Builder license or no OS at all.  Further, OEM SLP copies are installed on authorized computers at the factory at the time the computer is built.  Yours is dated February 26, 2009

    <Date>20090226000000.000000+000</Date>

which was six months before Windows 7 was even available to manufacturers (July 24, 2009).  OEM SLP copies require the manufacturer's codes in the BIOS but your custom rig does not have the codes

BIOS valid for OA 2.0: yes, but no SLIC table

Reinstall the OEM System Builder copy of Vista that CyberPower shipped with this computer or purchase a full license copy of Windows 7 and reinstall.

I know CyberPower ships a Windows disk with their computers because I have one.

  • Unfortunately, your installed OEM SLP copy of Windows 7 Ultimate is a pirated copy and will never activate.  You'll need to purchase a genuine edition of Windows 7 and perform a "clean install".  Please note that may wish to submit a confidential Counterfeit Software Report.

  • Thank you for your effort.  Not my PC.  Was trying to help resurrect a PC that had Windows 7 installed over an existing Windows 7 load, by moving pieces from Windows.old and recreating clobbered user account.  If this version of Windows is pirated, as you claim, then this is a problem for the owner to resolve by buying a legitimate license.

Thank you for your time & patience.  You can close this thread.
